An insurance broker is a party that independently intermediates the conclusion of insurance contracts and is registered with the Financial Supervisory Service (FSS) under Article 89 of the Insurance Business Act.
In the primary market a broker acts for the policyholder (the client); in the reinsurance market it may act for the cedant or the reinsurer. To become a broker one must pass the FSS examination and register with the Financial Services Commission.
In other words, a broker does not represent any single insurer. Instead, on the client's side, it compares the wordings, rates, financial strength and claims-handling of several insurers to find the most favourable terms, and supports the indemnity claim on the client's behalf when a loss occurs.
